Kennan compared the prospect for South America, with its "unhappy and hopeless" background for the conduct of human life, with that of the great North American continent. S. government toward Brazil was far more reserved, although not much different in substance. Like the general public, major decision makers in the Truman administration (such as President Truman himself, Secretary of State Dean Acheson, and his close adviser Clark Clifford) showed little direct interest in Brazil or Brazilian affairs.

If Vargas won, the Brazil watchers within the Truman administration constantly asked themselves, would he be content to govern within the constitution?
